Activating and deactivating USB ports

Is there a way to activate or de-activate the USB ports in Win2k or WinXP with a GPO?
There is no direct way to do this in a GPO, but it may be possible to do this by using the command-line DevCon utility, which allows for command-line device manipulation. See this Microsoft article for further details on this tool.
