Are NT4.0 system policies compatible with Windows 2000?

Are NT4.0 system policies compatible with Windows 2000?
Actually (and unfortunately,) yes. The old-style NTCONFIG.POL files can, indeed, affect both Windows 2000 and Windows XP workstations. And, as always, use with care, because these policies "tattoo" the registry, where (by and large) Group Policy settings do not tattoo.
