Are missing files the reason why I can't download Flash Player?

I am having a problem downloading Flash Player -- it just won't download. I went into my computer files and saw two missing, but I'm not sure if they have anything to do with this problem. The missing files are: iecont.dll and iecontc.dll. Do you think they are causing the problem?
These files aren't core Internet Explorer files. I'm not sure of their original source (maybe an ISP customization), but I doubt their missing status is causing your problems downloading the Flash player.
