Best time to migrate two master domains of hybrid NT4 model into one for Windows 2000 migration

We have a hybrid NT4 domain model, with two master domains (was three but we have migrated one of these). We are looking to W2K and would like to know if it is best to migrate one master into the other prior to the migration, during the migration or afterwards. Our current thinking is that we will have one domain in W2K. All current sites share a common DNS name space. We used Domain Migration wizard from Aelita for the first migration. I also understand the tools supplied by Microsoft to migrate domains in W2K don't migrate passwords whereas Domain migration wizard does. Obviously we want to keep user impact to a minimum.
