Can I block all ports except for a few chosen ones?

Hello Laura. I read your article regarding how to configure Windows to block certain ports with the help of IPsec -- very informative! Is it is possible to do it the other way around; that is, can I block all ports except a few chosen ones? I don't want to have to block each and every port I do not want to use one by one.
You can set the default IPsec action to "Block all incoming traffic from any IP address to my IP address," but you would then need to manually create an entry for each type of traffic that you want to allow.
