Can I give a user access to only one service on a server?

An admin wants a few users to be able to stop and start one service on the server, but no others. He wonders if there is a way to allow them to do this without making them administrators on the server.

I have one service on the server that I would like a few people to be able to stop and start, but not be able to stop and start any other services. How do I allow them to do this without making them administrators on the server?
You can delegate permissions over an individual service using a Group Policy Object. See MS KB256345 for detailed instructions.
