Can I stop pings in Windows 2000?

Where is the filter in Windows 2000 to stop the ping? I read where you can in XP, but where is it in Windows 2000?
Windows 2000 doesn't have Windows XP's Internet Connection Firewall, but you can set it up to filter ICMP (Internet Control Message Protocol) using IPsec filter lists. Refer to this article about configuring IPsec filter lists on Windows 2000.
