Can I stop users from accessing the Net with MS Word 2000 and Visual C++.Net?

How can I stop users from getting to the Internet using IE through applications such as MS Word 2000 and Visual C++.Net? I have Group Policies set to block iexplore.exe at the server but it doesn't block the web access within these programs.
In the long run, the most secure and effective way to block Internet access is not through Group Policies to disable specific programs, but through firewalling or network management software. If there's a general policy about Internet access in place, having dedicated software to block access is probably for the best.
