Can you partition the C: drive using Win2k, not Partition Magic?

Can one partition the C: drive using Win2k and NOT Partition Magic to make more room on C: Drive?
Nope, you need a third-party partitioning tool. If you want to re-install then you could do it, but you will loose your current configuration.
