Changing the paging file size

I have tried several times to change the paging file size, but it still tells me that there is either no paging file or the file is too small. I am logged on as the system administrator. What do I have to do to fix this problem? Win2000 is on a single partition in NTFS format.
Make sure you set the initial and maximum sizes. Be sure your drive is selected. Be sure to click the Set button. Then reboot. If that fails and you are sure you followed the right procedure, then your system is corrupted. Page file manipulation should be simple and straightforward. You may need to perform an upgrade install or a new install to correct the problem.
