Cheapest tool for an intraforest migration

I am trying to plan an intraforest migration from one child domain to another. I have a departmental OU in a windows 2000 child domain. The plan is to create a new Win2K child domain for the department and migrate its content from the OU in the original domain to its own domain. What are some of the basic steps I should do and the best (cheapest) migration tool that will accomplish this?
The cheapest tool to use is the ADMT.exe from Microsoft. You can download it from the Microsoft Web site.
