Coding VB.NET GP settings outside the MMC console

Does Microsoft provide the ability to code (VB.NET) Group Policy settings vs. doing everything via the MMC console?
This version of Windows (up to Windows 2003) doesn't have the ability to "get in there" and manipulate Group Policy _settings_. However, with that said, you can still do a whole heckuvalot of magic. For instance, if you have predefined a GPO with the settings you wanted, you can use the APIs which come with the GPMC to move it, copy it, back it up and more. Basically every operation with GPOs is scriptable -- with the exception of actually plunking around _inside_ the GPO.
