Creating an exact copy of the C: drive

I have a Windows 2000 server running 2x18g SCSI hard drives. One has the OS and programs and the other has data. These drives have been running for three years 24/7 and I would like to replace them. Can you advise me on a method to do an exact copy of the C: drive to a new one of the same size?

Use a drive imaging tool, such as Norton Ghost, or just use a backup tool, like the native NTBackup include with Windows 2000 Server. With the former, you'll get a bit by bit copy of every sector, with the latter you will get a file by file copy.
