Do ISPs keep records of user-assigned dynamic IP addresses?

Does an ISP keep records in a database of the dynamic IP address it assigns to a user -- and when and from what telephone number that user connected?
It varies depending on the ISP, but the short answer is "yes." They have ways of tracking you down -- not because the ISP is interested in what you're doing, but because ISPs are often served with subpoenas and required by law to identify users.
