Do users need admin privileges for mandatory profiles to work?

Do users have to be given administrative privileges in order for mandatory profiles to work?
No. You only need to rename NTuser.dat to NTuser.man to turn a normal or default user profile into a mandatory one. However, only an administrator has sufficient rights to access this file and change its name.
