Do you believe once a user name has been created that it should not be changed?

Do you believe once a user name has been created that it should not be changed? I am looking for a white paper or just general information on the creation of and changing of user names. What is the best security practice for creating/changing user names/IDs?
Naming issues are called naming conventions. There is no real security or administrative issue with renaming accounts. Account naming is usually a personal or company preference. For possible papers on such, search using "naming convention"
