Do you need an Office license for each TS license?

When installing MS Office on TS (either 2000 or 2003) do you need to purchase an Office license for each TS license even if MS Office is already installed locally on the client PC? I've had differing answers to this question from Microsoft and my Citrix consultant.

Microsoft's opinion on this controls, I'm afraid. I'd think that you would not need one, since you already had a license to run Office on the local computer and that's where it's running in the terminal session. That is, however, not an authoritative opinion.
