Does defragging delete files permanently from my recycling bin?

Will defragging my home PC comletely get rid of all of the files that were previously deleted from the recycling bin? I have a Windows Millenium edition.
No, defragging a drive does not free up space! It consolidates the fragmented files and frees up larger continiuous space on the disk.
