Enabling or disabling firewalls not taking effect

Enabling or disabling the firewall using Group Policy in Active Directory doesn't take any effect on our client machines in the domain.

Enabling or disabling the firewall using Group Policy in Active Directory doesn't take any effect on our client machines in the domain. We are using a Windows 2000 server and these settings are sent to our XP clients. The administrator files are upgraded.
