GPO vs. domain GPO for changes to DCs in a domain

From experimentation in trying to apply changes to the audit policy of all domain controllers (DC) in a domain, it would appear that to apply group policy objects (GPO) acronym changes to DCs in a domain, one should use the GPO for the DC organizational unit (OU) and not the domain GPO. Is this correct?

If you just want to affect the domain controllers, yes -- attach the GPO to the DC OU.
