Getting error on Event ID 2021

We are running a Windows 2000 server. We are receiving many instances of the error message: "The server was unable to allocate a work item nnn times in the last 60 seconds. Event ID 2021." Immediately after this, drive shares become unavailable to client workstations with no other indication of a server problem. Rebooting the server and the client workstations temporarily solves the problem.
There are several articles in TechNet that address this issue and provide resolutions. Instead of retyping all of that, I'll direct you to the source. Go to TechNet then perform a search on 2021.
