Getting mous!.drv error and that message that I need to re-install Windows

I keep getting an error that says "mous!.drv" and that I need to reinstall Windows. But this error cuts my computer off and I cannot reinstall Windows without restarting my computer. Any suggestions?
You should probably delete your partitions, re-partition, re-format, then re-install windows. If you are working from Windows 2000 or XP, you can boot from the CD to start the install. If you are working from Windows 98 or Me, you need to use a set of DOS diskettes.
