Help configuring FTP service on a Windows 2000 server

How do I get the FTP server on IIS to work on a default server configuration? Do I need a smart FTP for download? Also, what changes do I need to make on ISA 2000?
Use the following Microsoft Knowledge Base article to configure the FTP service on a Windows 2000 server: http://support.microsoft.com/default.aspx?scid=kb;en-us;300662&sd=tech. You'll also need to configure a packet filter on your ISA server to allow FTP traffic, as explained here: http://www.microsoft.com/technet/prodtechnol/isa/2000/maintain/isaftpci.mspx.
