Help configuring user rights

I need to add 'User Rights Assignments' to a user automatically via a script. The platforms are Win2000 Server/client and WinXP. How can I add the following information to a user?
Log on as service
Log on as batch job
Manage auditing and security logs
Deny logon locally
The best way to configure user rights for a large number of users or groups is through a Group Policy Object. Navigate to Computer Configuration\Windows Settings\Security Settings
