How can I allow users to burn CDs whout giving them admin or power user rights?

I'm with the U.S Air Force in England. We are currently running Win2000 with CD burners. We have too many users with local administrator rights. The problem is most users have CD burners (Adaptec) and seem to need admin rights to burn CDs. How do I allow them to burn a CD without admin or poweruser rights? Cheers!

Figure out which registry settings and files that the CD burning software changes, and then give users permission to change those files. Don't change permissions manually, though. Instead, use Security Templates with Security Configuration and Analysis to open up the holes necessary for the software to run. You can apply a security template to the file system, apply it via the local Group Policy Object (GPO), or apply it via Group Policy.
