Where can I find out how to create my own password filter for a Windows 2000 server?

Windows 2000 includes a strong password setting in group policy that will enable the following requirements for user passwords:
  • Does not contain all or part of the user's account name
  • Is at least six characters in length
  • Contains characters from three of the following four categories:
    1. English upper case characters (A...Z)
    2. English lower case characters (a...z)
    3. Base 10 digits (0..9)
    4. Nonalphanumeric (For example, !,$#,%)
