How can I redirect restricted pages to a customized .htm file?

I have an Internet Security and Acceleration (ISA) server, and I restricted some sites. When users access these sites, it displays: "The page cannot be displayed." I would like to redirect these restricted pages to a customized .htm file. I tried changing Custom Error in Internet Information Server (IIS), but it did not work. Could you please help me in configuring that? Thanks and best regards.
