How can I solve my client login troubles?

I have a Win2000 server at the office and 18 client machines running Win98. When I start the server, the client machines can log on. But once the server is booted fully, clients that try to log on get a "no domain server available" message and they have to wait for about five minutes to log on. All the machines get IP from DHCP, and I tried assigning static IP also but in vain.
The most likely reason for this is that the PDC emulator did not register its status with your WINS server. Make sure you configure the PDC emulator to use your WINS server and then check the WINS database to confirm the appropriate entries have been added. Check out Q247910 for details of this problem.
