How can MS certified teachers become consultants in their district?

What process must Microsoft certified teachers follow to become consultants for the district in which they teach?
Alas, but this is a question better directed to your school district than to me, because the requirements vary widely around the country. I'm afraid I can't help you with this, except to recommend that you call those school districts in which you might be interested in teaching, and ask them instead. Sorry I couldn't be more helpful.
