How do I convert downloaded PDF files to plain text using Windows 2000?

How do I convert downloaded PDF files from unintelligible gibberish to plain English text using Windows 2000?

PDF files are Adobe Acrobat format files, which can only be read by using the Adobe Acrobat reader program. The program is free and can be downloaded from www.adobe.com. If you're trying to swipe and paste text out of an existing Acrobat document, the document may be protected against copying in this manner.
