How do I format my C drive in Windows 2000 Pro?

Do I force a dismounting volume while trying to format my C drive in Windows 2000 Professional? If not, how do I format the C drive if it's not letting me because of mount volume issues?
If Windows 2000 Professional is installed on drive C, you can't format it while the operating system is running. Instead, you must start the computer using MS-DOS or Windows PE, format the disk and then reinstall the operating system.
