Microsoft sometimes will send a Technical Rep out to a site and even enlist MS Consulting Service if they feel a software sale may be a possibility. Of course it depends on the opporunity. Speaking as a consultant, I don't mind spending a 'upfront' time if there is at least the potential for a longer relationship. You may want to make a few calls to some folks and find out.
