How do I implement the Windows 2000 logoff and shutdown features?

I am wondering about the Windows 2000 logoff feature (in the Resource Kit) and the shutdown feature. Do you know how to properly implement these? The shutdown function just seems to leave the computer hanging with "it is now safe to shut off your computer." And the logoff feature only works locally. How can this be adjusted? Thanks.
