How to perform an inter-site replication between two domain controllers

I have two sites and plan to perform an inter-site replication between two domain controllers. Do I need to assign a single master operation on the additional domain controller for fault tolerance if one goes down or is only one Global Catalog required?

You should configure a minimum of two domain controllers in each domain, and at least one per site. If you are in a single-domain environment, I recommend configuring all domain controllers as Global Catelogs, as this has no replication impact in a single-domain environment.
