Implementing a wireless network with 24 80211.b access points

I am implementing a wireless network with some 24 80211.b access points. I want everyone who uses this network to see an information page before heading on to the internet. Is that possible and what do I need to pull it off. Any info would be most appreciated.
If you are running Windows Server 2003, you can use Network Access Quarantine Control to help you script a solution like the one you describe. Check out this white paper for a good starting point: http://www.microsoft.com/windowsserver2003/techinfo/overview/quarantine.mspx.
