Inexplicable local ID lockout on Win2k Advanced Server

I have a problem. A local ID is created on Windows 2000 Advanced Server. This user ID is a member of "administrator, user, power user group." After we log out with this ID, shutdown, restart the server and log back in with the same ID, the ID locks out. We then have to unlock this ID every time. Sometimes it locks out even when we logout and log back in. But, this ID is used as a login ID to some of the services on this server. I appreciate your kind help!
If you have lockout defined and one of the services is attempting to use the ID but has the wrong password defined, it could cause the lockout. Other than that, you may need to search for help at TechNet.
