There is a policy setting found under User Configuration | Windows Settings | Internet Explorer | Connection (in GPEDIT.MSC) that governs proxy settings for the current user. Disable all the settings in this proxy, reboot, and then try resetting your Internet connection parameters through the Internet Options icon in Control Panel.
