Is it necessary to install an IAS server to implement VPNs?

Is it necessary to install a RADIUS (IAS) server to implement VPNs? Can a VPN server (RRAS) sit behind the firewall on the internal network by simply installing two NICs on the same subnet and pointing the firewall to one for VPNs and the other as a gateway?
IAS is not necessary to configure a VPN. The Routing & Remote Access console will step you through the process of configuring an incoming VPN connection.
