Is it normal for Windows 2000 setup to reboot the computer 6-10 times?

I'm doing a Windows 2000 Unattended Installation of a bootable CD ROM. During the file copy process, after the network components are installed, setup will restart the computer. This process repeats about 6-10 times. Then setup will continue correctly and Windows 2000 is correct installed. Is it normal that the Windows 2000 setup to reboot the computer about 6-10 times for completing the setup correctly?

No. This sounds a little like a hardware issue with the NIC or the BIOS of the machine.
