Is it possible to create multiple users listed in other files like .txt files?

Is it possible to create multiple users listed in other files like Access or .txt files? How can we do it?

Yes. This is in fact a very common administrative task in Active Directory, so much so that specific tools exist for it -- among them the LDIFDE (LDAP Data Interchange Format Data Entry) tool.
