Is it possible to set up one user in different OUs?
Unfortunately, no, this is not possible. Indeed, it is additionally a common misconception that you can somehow put a user into a group, then have Group Policy apply to that group. Unfortunately, Group Policy only applies when the user account is directly in the line of application of a GPO.
