Is there a policy I can put in place to stop users from saving Word, PST files, etc. to their profil

I have a 400-user environment. Half of the users are using roaming profiles and the other half are using local profiles. I have started to clean up all profiles, and I am wondering if there policies that I can put into place to stop the users from saving Word, PSTs, etc. to their profiles, as I am trying to improve log in times by getting all users to use a roaming profile under 5MB. I would be delighted with any ideas with this. Thank you.

Yes. In the GPO for the domain or OU, navigate to the User Settings, Windows Settings, and then Folder Redirection. There you will see the My Documents, My Pictures, etc. You can redirect these to a local drive or to a server share. Word, Excel, etc. will send their files by default to My Documents. You can have the system migrate the current files for you automatically using the policy.
