There are quite a few products that allow third-party management of NT/2000 user accounts; UserManagemeNT Suite ( http://www.tools4ever.com/products/usermanagement/) is one such product. Another way to do this would be to write a Windows Script in VBScript that polls Active Directory regularly for information about users and locks accounts that have not been logged in for some time.
