I have heard rumors that the NT 4.0 TCP/IP exam will be unretired, and that MS will allow it to be counted as an elective. Is there any truth to this rumor?
It's not a rumor. Those individuals who have taken and passed 70-059 (NT 4.0 TCP/IP) can count it as an elective toward the Win2k MCSE. Scroll to the bottom of the Win2k MCSE requirements page and read the section entitled "Discontinued Elective Exams" for more information.
