Isn't the machine with the operations masters the primary controller?

I have a problem with the answer you gave to the question "How can I find out, in Windows 2000 Advanced and Server, which one is the primary and secondary domain controller?" Your answer is "There are no such things; all DCs are peers. They are all the same." In AD only one machine will contain the operations masters. Isn't that considered the primary controller? Without it there will be problems. (don't ask how I know)

No, the systems hosting one of the five FSMO roles is not a primary DC, it is just the specific host to that role. It is important not to confuse hosting a FSMP role and being a primary domain controller (which is a Windows NT concept, not 2000 or 2003). To find out which system is a specific FSMO role, there are five different steps to determine which is each of the five roles.
