Mandatory Local Profile in Win2k without domain or server

Can a Mandatory Local Profile (meaning no matter what the user does, the computer reverts to the same configuration...

after log off/on) be made on Windows 2000 workstations when there is no domain or Windows server? It may be possible to do so by simply copying the NTUSER.DAT file to a file name NTUSER.MAN on the local system.
