I would like to disable a taskbar balloon tip by modifying the appropriate registry key in XP SPII. However, anytime the Packet Scheduler Miniport is accessed, I get a balloon telling me that I am connected to the network, which of course I already know. I do not want to delete the wireless icon and I do not want to disable any other balloon. What should I do?

From what I can tell there is no way to selectively disable this balloon. You can turn off all the balloon tips – see Microsoft Knowledge Base article 307729 for details on how to do this – but there doesn't seem to be a way to selectively suppress a given balloon from showing up. It's all or nothing, I'm afraid.
