The usual way to do this is with Active Directory using either drag-and-drop or the Active Directory Migration Tool, but if you have two standalone servers with no AD domain, you can use the AddUsers Resource Kit utility. This utility does not migrate passwords, however. The best way to do this is to create an Active Directory domain and use that to replicate user information between the two machines automatically.
