Moving workgroup to Windows Server 2003

This site member is upgrading a Web server to Windows Server 2003, and wants to know how to go about moving a workgroup of users (and their passwords) to the new server.

We are upgrading a Web server running ftp services. Users are in a workgroup. We need to move the workgroup to the new server. How do we move these users and passwords? We are moving from Windows 2000 to Windows 2003.
You can use the Active Directory Migration Tool (ADMT) to migrate both domain and local user accounts. This tool is a free download from Microsoft's Web site.
