Need an API from an IE DLL called shdoclc.dll

I need an API from an IE DLL called shdoclc.dll. I have used every program possible to try and find the APIs, but for some reason the file won't disassemble. Any help you could give would be great. Thanks.
The file SHDOCLC.DLL is a resource only DLL. It does not have any code in it. If you look at the output from DUMPBIN /HEADERS you'll see that the code size is zero.
